President Mike Gavin and VP Liliana M. Garces join Student Affairs Now Podcast

In a recent episode of the Student Affairs Now podcast, Mike Gavin, president and CEO of the Alliance for Higher Education and Dr. Liliana M. Garces, Ken McIntyre Professor for Excellence in School Leadership at the University of Texas at Austin and vice president for research and public impact at the Alliance joined a discussion on the legislative challenges facing the sector. The conversation centered on the "sustained and coordinated assaults" on institutional autonomy, moving beyond simple political critiques to analyze the structural ways in which law and policy are being leveraged to undermine equity and academic freedom.

Garces, an expert on the legal landscape of higher education, provided an overview of how recent judicial and legislative moves have created a "climate of fear" on campuses nationwide. She argued that these attacks are not just about individual policies like diversity, equity, and inclusion, but represent a fundamental attempt to redefine the role of the university in a multiracial democracy. By analyzing the "repressive legalism" currently in play, she highlighted the urgent need for leaders to understand the legal frameworks being used to restrict their ability to serve a diverse student body.

Gavin outlined the Alliance’s vision for a "collective defense" model. He noted that the greatest vulnerability for higher education is the isolation of its leaders. When presidents and boards are forced to navigate these legal minefields alone, they often default to a defensive, risk-averse posture. The Alliance was founded to provide the coordinated infrastructure necessary to transform these isolated responses into a unified front that can withstand political forces.

The dialogue emphasized that reclaiming higher ed as the fifth pillar of democracy requires more than just rhetoric—it requires a new toolkit for governance. Gavin and Garces discussed the Alliance’s Democracy’s Campus 2036 blueprint as a roadmap for this transformation. The goal is to move from a state of reactive crisis management to a proactive stance that prioritizes self-governance and the freedom to teach, research, and learn without political interference or fear of retribution.
